SPECIAL SESSION OF THE LEGISLATURE

The Governor has convened a special session of the Legislature beginning November 28th to address the most recent, dismal revenue forecast. With the necessity for a supplemental budget we feel that it will be vital to muster a show of strength and commitment. The details of the various proposals to be considered by the Legislature will determine what actions we need to take. WAETAG CONFERENCE

The annual WAETAG Conference is scheduled for October 28 (special session for administrators) and October 29 at the Convention Center in Wenatchee. More information can be found on the WAETAG web site http://www.waetag.net/

GIFTED EDUCATION DAY

Gifted Education Day is scheduled for Monday, January 23, 2012. We hope all of you will join us in the Columbia Room in the state capitol building.

Gifted Education Day Report
Friday, February 11th, was a magnificent day for gifted. We filled the Columbia Room to capacity and beyond with enthusiastic parents and children. More than 45 legislators were contacted. The lime green scarves announced that supporters of Highly Capable Programs were out in force. Thank you, Puyallup ABC.
The crowd was addressed by Rep. Pat Sullivan and Rep. Bruce Dammeier, two of our staunchest supporters in the House, and by Gayle Pauley, Director of HCP at OSPI. Kelly Munn of the League of Education Voters spoke on effective advocacy. Also dropping in were Rep. Norm Johnson whose district is west of Yakima, Rep. Terry Nealey, whose district includes Pasco and Walla Walla, and Rep. Reuven Carlyle of Seattle, who stopped by for information and to talk with advocates.
Thank you to everyone who came to Olympia on Friday. We had delegations from Wenatchee to Stevenson down on the Columbia River, and all points in-between. Ages ranged from 2 1/2 months to grandparents.
Many of those in Olympia took home the STEM Report by the National Science Board. It is a powerful statement about the value and need for gifted programs. Be sure to read it and pass it on to local school officials.

Legislative issues update:
The Supplemental Budget (which continues funding for HCP through the end of this fiscal year) is due out of conference any day now.
Substitute HB 1443, Sections 208 and 209, as voted out of committee, gives us something to build on in the future. We will keep you informed of its progress as it moves through the House and Senate.
SB 5475 is scheduled for executive session in the Senate K-12 Committee on Monday afternoon. This is the bill which would delay the inclusion of HCP into basic education until Sept. 2013. There are many amendments to be voted on but their impact on HCP is unknown.
From the K-12 Committee the bill will go to the Senate Ways & Means where it is scheduled for a public hearing on Wednesday. We will testify; the message depends on what emerges on Monday from the K-12 Committee. This bill needs to make its way through the Senate and then repeat the process in the House.
Finally, there is the biennial budget. Experienced observers of the Legislature don’t expect it to appear until the very end of March or even early April.
Contacting Your Legislators
We are counting on your continued participation in our efforts to influence legislation and regulations for HCP.  Please focus your advocacy on behalf of education funding in general and HCP funding in particular. Our messages need to be positive and avoid comparison to other programs as each program is unique and funding sources are different. We need to make our case on our own merits, not in comparison to or competition with any other programs. Short, succinct messages are the most effective. We will post samples for your use.
Legislators continue to tell us that those who don’t make a concerted effort to contact them are not going to be heard or heeded.
According to Rep. Ross Hunter, chair of the House Ways & Means Committee, “We’re hearing from almost everyone but education about the budget cuts. It will be hard to protect even basic education dollars if we don’t start hearing about how these cuts will affect our kids’ education and how this will work at the local level.” Said another legislator, “You need to be heard, or even the staunchest education allies won’t be able to stop the cuts.”

Message from the Coalition for Gifted Education

1. Early indications are that an unofficial deadline of February 4 has been set for the supplemental budget. The biennial budget is likely not going to be considered until the next revenue forecast, about March 17, and certainly not until the supplemental is done.

  • Hearings and work sessions are going on right now. Therefore, messages to Legislators should concentrate on the supplemental budget for now. If we learn differently, we will notify you.
  • Our message is: no retroactive decrease of funds for HCP and to provide some level of funding for what remains of the school year.

2. Some errata items to the Gifted Handbook. As soon as you send out something that big, someone goes and changes things on you.

Changes to the information on page 10.

  • Senator Joe Fain, 47th District, has become a member of the Senate Early Learning K-12 Education Committee.
  • Senator Steve Hobbs, 44th District, has also been added to the committee.
  • Rep, Tim Probst, 17th District,  is vice chair of the House Education Appropriations Committee.
  • Rep. Shelly Short, 7th District, is on the House Education Appropriations Committee.
  • Rep. Eric Pettigrew, 37th District, is on the House Ways & Means Committee.

The Senate has added 5 members to the Ways & Means Committee:

  • Lisa Brown, 3rd District
  • Janea Holmquist, 13th District
  • Jim Kastama, 25th District
  • Derek Kilmer, 26th District, vice-chair
  • Karen Keiser, 33rd District.

3. All the email addresses of legislators have been changed. If you have legislators in your email address book, you need to check the web sites and make the necessary changes. If you use the web site to send your emails, no action is necessary.

4. The large cafeteria in the Pritchard Building is closed for renovations. The only place to buy lunch on campus is the snack shop near the Columbia Room and much of its seating space has been taken over by offices. We strongly suggest you brown bag lunch and plan to eat in the Columbia Room on Gifted Education Day.

5. In his initial presentation to the House Ways & Means Committee on January 11th,  Superintendent Dorn described Highly Capable Programs as a “critical” piece of education and proposed funding them. 6. What have we done the first week of session?

  • We submitted written testimony to the House Ways & Means Committee and the House Education Appropriations Committee.
  • We are preparing both written and oral testimony for the Senate Ways & Means Committee on January 17th.
  • We are following closely the introduction on January 18 of a proposed substitute to the Governor’s supplemental budget bill in the House. You can follow this action at http://www.leg.wa.gov/house/committees/WAYS/Pages/Agendas.aspx
  • Click on 1/18/2011. 1086 is the Governor’s budget proposal – Sec. 511. A copy of the proposed substitute is not available as of this writing.

Gifted Education Day Planning Meeting–Thursday, January 6th

Please join the CPA board on Thursday, January 6th in the Terrace Park Commons at 6:30 for a planning and information session on Washington State Gifted Education Day.

Gifted Education Day is an annual event held at the Capitol in Olympia. Challenge program families have attended in large numbers for several years now. While annual attendance is important, this is an especially crucial year for us to show the legislature how important gifted education is for our children and our families.

CPA will provide light snacks and beverages for the meeting. We will also have handouts from the Coalition for Gifted Education and other organizations involved in the planning and preparations for Gifted Education Day.

Gifted Education Day a Success!

We had a turnout of approximately 100 parents and students at this year’s Gifted Education Day in Olympia! A huge thank you to all who got up at the crack of dawn and headed down there to represent Terrace Park and the need for gifted education funding in the state of Washington.

The combination of seeing the many families and hearing the students’ stories in their own voices made a  powerful impression on each legislator about the importance of funding for gifted education.

Final Details for Gifted Education Day

Here are the latest details and information on the planned activities for families from the Challenge Program in Edmonds School District attending Gifted Education Day in Olympia on Friday, February 5th. Everyone who has registered with CPA has received this information in email, but anyone with students in the gifted education programs are welcome to participate in Olympia on the 5th.

Gifted Ed Day Update

Please note that we are meeting at Terrace Park at 7:15 a.m. and plan on leaving the school at 7:30 a.m. We needed to move the time up in order to make some of the early meetings with legislators.

Shortly, we will be sending out more specific information on directions and timed activities to those of you who have registered for Friday’s event. We look forward to seeing everyone this Friday!
